No. In fact this morning it was under a slight vacuum as in the upper hose was 
somewhat squeezed in. Not completely flat. When I pulled the cap it expanded. 
Within about 20-30 minutes of shitting the car off just now hose is pliable 
again. 

It could have a fan clutch problem as well. Even at high temp clutch did not 
seem engaged and was easy to stop with my hand and a rag. That could be part of 
the issue. Maybe something is plugged up with the radiator I put in.
