In some places (hello Michigan) the governor is given certain emergency
powers for 4 weeks or 30 days. Then when the governor grants themselves
the power to run the state as a dictatorship for more than a month, the
courts get involved.

I doubt many (any>) of the mayors imposing executive orders upon those not
on the city payroll actually have the power to do so.
