Here in FL hurricane rated windows are the big thing for replacement. They’re very expensive, so builders won't use them, you’ll have to retrofit at your expense.
I don’t think they’re multipane, but they could be. A neighbor just had his house done, and it was close to $30k. When we built our first house down here we asked for double pane windows, not just for the energy savings but for noise, too. Builder wouldn’t do it, even if we paid.
