I suspect for gas engines it's more complicated than that -- it would depend on throttle position, which would depend on load. Larger throttle openings tend to be more efficient due to lower pumping losses. This is one of the reasons why an overdrive gear improves fuel economy on a gasoline engine, even though it usually results in the engine turning at an RPM well below its torque peak.
