I can't imagine why it is a bad idea. The only problem is that copper sells for almost $4.00 a pound now, so the welding shops will probably NOT give it away. The good clamps are about $10 for a set of two. You will spend $20 on clamps and a bit on the wire. If you do not count your labor, it will probably cost you more than $30. You can buy a GOOD set of 20' 2/0 cables for $40. OTOH if you have all the parts free, it makes sense.
