I can't get the video to play, so I don't know exactly what's being pitched, but I can tell you that anything that claims to produce energy by burning water somehow is a scam. Think of water as pre-burned hydrogen. It has no energy value. Yes, you can electrolyse it into oxygen and hydrogen, which you can burn, but since the start and end products are both water there can be no net energy gain.
