You can dig with a loader/bucket but it's not ideal and you can wrack the loader with asymmetric forces. I'd consider a box blade for scraping top dirt into piles and then use the loader to move the piles to the low spots. Finally pack and level, again with a box blade plus wheel-rolling.
I use my loader a LOT for everything but mowing. Does your machine already have the hydraulics for a loader?
