That is a "racial" (or more accurately "ethnic" or "nationalistic" or
"regionalistic") slur referring to those whose diet includes large
quantities of refritos or frijoles, and might also include arroz and
tortillas to go with them. It relates to the propensity of many of
those who eat such foods also to like bright colors on their vehicles
(not to mention noisy mufflers, fat little tires, and loud mariachi
music blaring from over-driven speakers).
