A friend had a new Buick that suffered peeling chrome wheels as well. They were factory wheels that came on the car when it was new. He had trouble with the tires losing air because the chrome on the wheel where the tire bead seated was flaking off.

The stock (chromed) wheels that were on my 97 SL500 were chromed by the
selling dealer (Beverly Hills, CA) and by the time I got the car in 2013
they were peeling like an onion.
