It makes me wonder if the belt tensioners on the 123's go bad ? I am just about to replace my belts.

Dan,
Belt tension is adjusted manually by moving the belt driven accessories,
so there is no belt tensioner per se. The pair of alternator belts is
adjusted at the alternator, PS belt tension at the PS pump and AC belt
tension at the compressor.
Each accessory has a pivot bolt and slider bolt(s) there is also a bolt
or threaded rod&nut at each that is tightened or loosened accordingly
for proper belt tension.
