Probably.  Cig/dome are unswitched circuits.  Starter/glow are not** fused,
so there's little to go wrong there besides the switch.  That is, IFF the 
parking
lights stay on when you try to start.

If they go out too, one of the big battery cable connections is flakey, or the
battery is dead.

You didn't say whether stick or slushbox, but the neutral safety switch on a 
slushbox
can prevent cranking if it goes out.  Try N as well.  But, won't affect glow.

**there is a GP fuse, but that doesn't affect cranking.
