Just did a search and found this material, it looks like it could be used
to slosh the tank then let it dry, that it would give bare steel rust
protection.
When you did the vinegar flush it pulled all the crap off the inside of the
tank and left acid etched bare steel surface... the tank then rusted
quickly because bare steel loves to react with moisture to form iron oxide
[rust]
