There is DHCP server, and DHCP client.  You can only have one
server, it's the one that's issuing IP addresses to all the clients.

Routers usually assume they're in charge of the network, and
have the server enabled.  Any router-ey thing that's to be a slave
should have its DHCP server turned off, but should be told to act
as a DHCP client instead, if it has an IP address of its own.

So "DHCP" isn't enough information.
