Doubt it. CarFax maintenance records are spotty, at best, because they rely on service providers to self report. I would want to see the owner’s service records and a VMI. If a new engine was installed in 2000, it was likely done by a dealer under a warranty or recall campaign, as the car would only have been a year old at that time.
Salvage (branded) title immediately kills the value.
