The tires are tubeless, but would originally have had tubes and can be run safely with or without depending on the application.
On the DS, with rim landings that are not "safety landings", you ought to run tubes, but plenty of people do not. The 2CV tires are also tubeless. But since the rims frequently leak, tubes are a help. In both cases the tires are designed to safely accommodate tubes, not a given for most modern tires because of heat buildup.
