If there is a title loan held by payday loan type folks, that puts them in legal first position. If you pay his ask and take possession of the car, the title loan folks come to you to repossess it, and you have zero legal standing without their lien release of title.. If you try to process a bill of sale / lost title.. the state title / DMV will refuse to issue a title to you. Check twice, pay once or...Caveat Emptor.
