I thought the higher aspect ratio was "taller"?

Higher aspect ratio is taller.

245/65R17 is what he put on.

245 mm width
245 * 0.65 = 159.25 mm height
17 * 25.4 + 2(159.25) = 750.3 mm overall diameter (29.54")

Everything I read I read says either
255/60R17

255 mm width
255 * 0.60 = 153 mm height
17 * 25.4 + 2(153) = 737.8 mm overall diameter (29.047")

or 275/55R17.

275 mm width
275 * 0.55 = 151.25 mm height
17 * 25.4 + 2(151.25) = 734.3 mm overall diameter (28.91")

One could use the above information to figure speedometer error,
but it would be best to go to manufacturers' websites to find the
"revs per mile" for each tire.
