I haven’t looked into AZ laws in this regard, but I can tell you that in Floriduh you can’t have both - you can have a “salvage” title or a “rebuilt” title, but not both. You can take a salvage vehicle and rebuild it, which requires a lengthy inspection process by the State that is only performed on a acheduled basis at a select few locations, in other words, it’s a bit of a PITA to do, which, if you pass, gives the vehicle a “rebuilt” title.
