I checked the vacuum with a mighty vac, seems that it idles at 14 inches and when I rev the engine it goes to like 5 inches. recovers to maybe 16 at best.. Now this is just sitting still. Is this what is supposed to happen?
No. Something is leaking. Besides the obvious sources it could be the brake booster itself, or the check valve(s) inside the vacuum pump.
