In fact there was an email from eBay just the other day talking about that
and that they intend to shift back to what was originally intended.
I'll believe it when I see it...

I think the underlying problem here is that eBay has encouraged the
creation of a lot of fixed-price stores. It's really changed the
character of it, because a lot of them are commercial operations that
are using eBay instead of setting up their own e-commerce site.
