So if you have 4 instead of 5 functional glow plugs will a 1983 300D start
or not? If yes, then how will it run compared to if it had 5/5 functioning
GPs?

If you only look at the 45 state/50 state controversy re: Diesels, then
the
ball is certainly mostly in the Government's "court", albeit State
Governments. But the decision to import and sell certain models is up to
the importer, such as MBUSA, etc. And it is apparent that MBUSA calls the
shots on this, since as the biggest overseas customer of D-C, they won't
likely be over-ruled by Stuttgart.
The fact that MBUSA is bringing in the Bluetec V6 in the E Class ONLY
seems
to be purely a marketing decision, IMO. The very same engine is put into
the S Class cars in Germany, and both cars meet USA federal safety
requirements, with less fuel efficient engines. The decision not to offer
a
S320CDI doesn't appear to have any governmental influence!
MBUSA is supposed to be offering an ML320CDI (non-bluetec), but that may
be
both because of vehicle weight classification and "image" (an SUV doesn't
need to appear as luxurious as the vaunted S Class!)
