Stall on hard stop is an idle control valve problem (valve does not open fast
enough to keep engine running). However, this particular problem can also be
due to bad vacuum lines and hoses, which allow air around the idle control
valve and air flow meter -- the resulting over-lean condition causes the stall,
and the ICV will be hard shut too long attempting to bring the idle down.

Check the condition of the idle control valve hoses -- if not perfectly soft
and pliable, replace them. I would also replace the boot between the air flow
meter and the throttle body -- if the clamp at the throttle body is loose, the
boot is shot (although tightening the clamp will help quite a bit, the fitting
for the ICV hose will be leaking, too).

I would also replace the injector seals and the o-ring seal on the plastic
sleeve the injector fits in, I had to do all of these to get my TE to run
properly.

I would also clean the flow meter flap -- if it sticks at the idle position
from accumulated crud, the mixture can be way off and cause the stall.
