The climate control system CAN'T work properly to control temperature if the sensor louver is covered or if the hose to the fan housing has rotted away.

When either the electrical system controlling temperature or the vacuum system controlling where conditioned air is directed, fail, the function defaults to DEFROST. That's full heat with air directed toward the windshield and side windows.
