Actually, it's a mix of both, but PRE is mostly correct.

Different regulations allow for better performing engines but different
markets also drive different interiors, etc. And the unobtainable parts are
a real issue. It's not that they are not manufactured, it's that the local
Stealerships can't look up & deliver some critical parts to you because they
are not in their system. I suspect that Rusty would have the same issue with
some parts.

Resale is a real issue, not because of quality but because banks have no way
of determining value. These days, everything is driven by VIN and a grey
market VIN won't map to a US model & without US a model, your local bank
can't look the car up in "the book". You'd think that this would not matter
with an older car but it does.
