Maryland registration is expensive ($180/2yrs?), but ALL diesels are exempt from emissions tests in MD (period). Unfortunately we have mandatory insurance, you you pay out at least one orifice for that. Mississippi is $50 lifetime registration for antique tag (>25 years old), and there are no driving/mileage/etc restrictions. My 84 190d was ~$40 to register, and my 95 Mazda pickup is about $50 (both annually). All vehicles are exempt from emissions. Annual $5 inspection sticker to check lights, signals, wipers, horn, and windshield.
