Is it possible for an H2O pump's  pumping capacity to degrade (maybe by a worn 
impeller) such that the car runs hot at idle but runs normal operating temp 
when rpm is increased?

I don't think anyone has said it gives you an extended change
interval.  Just that it seems to work better, especially in cold
temperatures.
