The window is pretty easy to replace - at least it was in my W123 78 240D.

Also, I don;t believe that car has the ACC - probably still uses the older 
manual system like mine.  I had the whole system renewed in mine and it was 
$1000 - that was 2 years ago and it still blows so cold I have to turn it 
down below min.

Rust is a *Big* deal for me.  It almost cannot ever be stopped completely - 
especially in place like you describe.   You might be able to slow it down 
with rust inhibitors and POR15 but it'll eventually come thru.

I suggest you have the engine looked at - the best test is a cold start 
test - at 30F or below and that's probably not going to happen this time of 
year. My 78 240D started fine with damaged pistons and broken rings -

<$1k is ok if it's in good condition - but if you pay someone to fix the AC 
it can go up quickly.  You might want to have a shop give an estimate to fix 
it and use that to bargain.
