I've had pretty good luck with the "Oil Dry" type absorbent. It's the same as kitty litter, but sold as a car part instead of a pet supply wiith smell crystals. Like suggested for using kitty litter, it works better if you kind of grind or rub it in and let it set for a few weeks. I suspect any calcined mineral like diatomaceous earth (kitty litter), portland cemet, kilned lime etc will probably suck oil out of concrete. YMMV.
