Basically if you can't turn the compressor by hand it is stuffed. If the 
compressor idler bearing is seized you should still be able to turn the 
compressor but a seized compressor is a great bargaining tool and not 
that expensive to fix with a S/H one.
A lot of people looking to buy a car will be turned off straightaway if 
the A/C is not working and this leaves the DIYers with cheap cars.
