The scientists don't understand why either but they do measue traces of R12 in the stratosphere. The other issue is that the free chlorine acts as a catalyst to break down ozone.

I'm not sure the state of all research into this topic, but I've always wondered how carbon tetrachloride (freon) with a molecular weight of 152 would be more prevalent in the upper atmosphere than the vastly more available sodium chloride (in sea water) which has a molecular weight of 58.
