Sellers can lower the reserve at anytime.  If it still does not meet reserve 
and the seller wants to offer it to the high bidder anyway, they send the 
2nd chance offer, whcih is basically a revised auction I suppose.  The sure 
fire way to see if its legit is to check your messages in ebay.
