That's a turbohydrodiesel, makes fuel from water to give excellent mileage on whatever is put into it. I'm guessing he has a magnetic flux inducer on the fuel line, and a Tornado turbulator on the air intake too. There might even be a spare tank somewhere to collect the fuel it generates as it is driven.
