One reason is an internal market of 1.1 billion people with a rapidly expanding economy and much looser restrictions on vehicles /emissions [at least it used to be so - truck bodies were driven from Jamshedpur to Mumbai by drivers sitting on a wooden bench and with no windshield so they could be outfitted]. It would take lot to move into the already crowded US market.
