Make sure the vacuum pump is not leaking badly...or use tygon so you can see
the oil coursing up to your mouth.

You can postpone the work for awhile if you get 6ft or so of vac line 
that will fit on the shutoff, run it under the back of the hood to the 
door and inside, when it is time to shut off the car just suck on it a 
bit and MAGIC!

Is your brake pedal (break petal) hard to push?  That signals a bigger 
vac problem, if it just the shutoff and the locks, then probably either 
a loose/cracked/off connection or hose, easy to find and fix (there are 
a bunch of splitter fittings/hoses, those things are not too reliable as 
they age).  Or while you are doing the above you might see the problem. 

You don't want to loose your break petal!
