Make sure the vacuum pump is not leaking badly...or use tygon so you can see the oil coursing up to your mouth.

Is your brake pedal (break petal) hard to push? That signals a bigger vac problem, if it just the shutoff and the locks, then probably either a loose/cracked/off connection or hose, easy to find and fix (there are a bunch of splitter fittings/hoses, those things are not too reliable as they age). Or while you are doing the above you might see the problem.
