Call the NHTSA and ask them if this is correct.  I didn't think it was.  I had 
an old recall my Explorer and my local dealer looked it up and fixed it.

If they cannot help, call the service manager and ask him to contact the Ford 
"Zone Representative."  I would fight this one for all its worth.  Tell them, 
you wouldn't think they would want something with FORD on it that is not safe 
on the road.
