Hirofumi Fukuda was chased by Osaka PD for running a red light, fleeing and eluding, and the worst crime imaginable-assaulting a law enforcement officer. 2,240 cops were involved in the two hour manhunt. I'm betting that the chase would have involved fewer than 20 cops if he was wanted for a less serious offense, like murdering a peon.
