That is the way it works here too. Just like buying privately. The vendor does 
not collect sales tax but the
purchaser has to pay when registereing the car and based upon book value if it 
is higher than the bill of sale
value.

For vehicles?  I bought my CDI in Alabama, and since I was out of state,
I didn't pay any AL tax.  When I registered the car in MS I had to pay
the same tax I would have if I bought the car at a local dealer.  No
fines or anything...
