NAPA's June ad has R134a small cans for $6.49 each in 3 different  flavors.  
I particularly like the Sub-Zero can which contains 2 ounces of  synthetic oil 
and 11 ounces of R134.  The synthetic oil is supposed to  improve efficiency 
up to 18 percent (compared to What, I don't know.)  If  you are feeding a 
leaker, you likely need to add some oil too, or your  compressor will lock up.
 
They also have it with stop leak or with UV dye for leak detection.
 
NOT on the ad, but sitting on the floor were 30 pound cans of R134 for the  
incredible price of $79.95.  That's less than 3 bucks per POUND!
 
No license is needed to buy R134
