When the source CVS repository has non-unicode log messages (e.g. the log
messages are in the KOI8-R Cyrillic encoding) there is no way to import them
correctly. They become gibberish after running "hg convert".
We need an option or parameter to "hg convert" to specify the source repo
encoding.
A CVS repo with KOI8-R logs is available upon request for testing.
