Did some bisecting. Prior to this change, I see about 2% failures on a 36-core 72-thread xeon machine that's otherwise idle. With this change, I see about 25% fails (out of 100 runs). D8410 <https://phab.mercurial-scm.org/D8410> doesn't make it any better or worse, and then D8411 <https://phab.mercurial-scm.org/D8411> ups the flakes to 50% (!).
