Hi, IE 7 will be working with QTP 9.5 . (even i am working on the same)
Checkout Automation menu tab - > Record & run settings , in which record & run on any opened browser option. Even if it issue is not solved then .., Then check for required add in selected , in which ur application had been developed. Hope these will be 2 common issues .
