Hi

Once the manual steps are clear with their validation points, automation 
can cover 95-98%. How we are going to identify or differentiate whether we 
can automate particular step or not it depends on the automation testers 
capability and experience. Mainly performance related like - response time 
for a page load, working on an object with their x,y properties are not 
considered to be automated. Because they are not standardized properties 
and requires more maintainability.
