No, Google has not explicitely granted the use of it's imagery or roaddata, in order to avoid any confusement over the license of OSM their imagery and road-data cannot be used! On the bright side, Bing has allowed the use of their imagery and this has been implemented in Merkaartor since version 0.17 RC2.
