FYI:

I tried 3.1b2 under Linux (RH5.2).  I've been using 3.0.  Also, I run
the same application code on SGI and NT using corresponding OpenGL
libraries.

I noticed a rather bizarre color change anomaly while testing beta 2. 
The behavior does not exist under 3.0 or machine specific OpenGL libs. 
I am able to localize an area of my application that causes the
behavior, but haven't yet found any glaring errors.  The function in
question is calling glMaterialfv.

Building a Glut based test case is out of the question for me (my
application is Tk/Tcl based and uses the Togl widget), but I will
investigate further to see if I'm doing something strange that only
becomes visible when using the Mesa beta.
