Steam will attempt to download compiled shaders for your GPU and version of Mesa, or upload the shaders you compile locally if they're not already stored on Valve's servers.

How they verify shaders aren't malicious is an unanswered question.

You can disable this attack surface by setting the STEAM_ENABLE_SHADER_CACHE_MANAGEMENT environment variable to 0 before starting the Steam client.
