Wine maybe? (They're compat-only for now, although some work is being done to support core, but that might only be for their D3D10+ layer.) But perhaps you're right and nobody cares if it's only in core profiles, since new software is written to target newer features (GL 3.1+) while old software will never be updated. What remains is maintained software that still wants to support old things, doesn't need any new features, but could be made more performant by using ARB_dsa. May not be worth supporting.
