Okay, I've added some code that gobbles up zero-area ears as the are
created.  This fixes the last of the problems with the Red Book demos.

I'm committing those changes now.  So, the clipping/winding rule
operations are done, and the tessellation itself is done.  Again, I'd be
happy with a 3.1 release now so I can spend some time bashing on it with
the ECMWF polygons and things like GLE etc and incorporate any fixes
into 3.2/3.3.  Brian?

When I get some time, I'll write some READMEs or something about the
code to expand on the algorithms I've used.  I've had to pretty heavily
modify the clipping algorithm in particular, so this might be useful for
those of you who are interested.
