I just took a second thought on the subject and checked the opengl reference
documentation. There is no documented requirement that glGetString has to be
called after the creation of a context. It would not make much sense either,
because in runtime, you already have connected to a specific dll, and therefore
there should be no difference in calling getString after/befor creating the
context.
You're right with glGetString being the wrong choice for WGL_ARB_* stuff, but
this was just a (bad) example.
