I patched your patch to mesa (cset 8a7f474c691dc077c081b59e30937e526400860f).
Test texture function GL_DECAL, pls. refer to the case attached later. Your
patch really make it different by contrast with the mesa libs built out without
this patch: 
Without your patch, the alpha value is not really taken into account. the
square shows in solid red color;
With your patch, the square shows in pink color, which means alpha value take
effects. BUT, there a some messy tiny color block in the up-right corner of
this square.
