There appear to be 3 things actually wrong here:
1. src/drivers/dri/Makefile is hard-coded to use bin/minstall instead of
$(INSTALL). I have fixed this one.
2. minstall installs symlinks as symlinks. Since this behavior is different
from /usr/bin/install, it is wrong.
3. configure.ac selects mesa/bin/minstall for INSTALL instead of
/usr/bin/install. I suspect that this change from the pre-autoconf days is the
reason I only recently started seeing this problem.
As for the question about using hard-links instead, that won't work (for me)
for two reasons. First, lndir can't make hard-links. Second, you can't
hard-link files on NFS mounts to local disks. I'm building from the same
source on several different machines / architectures.
